Mr. Breen joined Kormendi \ Gardner Partners at its inception and plays an integral role in virtually all of its financial advisory projects. In addition to managing day-to-day operations of the firm, he works closely with KGP principal Cyrus Gardner to assure that all clients are fully served in a timely and professional manner.

Mr. Breen has extensive experience with all of KGP’s Air Force housing privatization projects and currently serves as the Project Manager for the privatization of military family housing for the Continental Group project. For this project, tasks include the development, completion, quality assurance and quality control of all project pro formas, economic analyses and scoring analyses. In addition, he is responsible for the production and distribution of due diligence data for prospective Offerors, review and evaluation of project proposals, preparation of briefing materials, and support for all briefings in preparation for Congressional review. In addition to installation-specific tasks, he was principally responsible for KGP’s Case Study on the Privatization of Military Family Housing that was developed as a teaching tool for the Air Force in its training programs at the University of Maryland.

In addition, Mr. Breen has developed a wide-range of complex financial simulation models used in connection with many of KGP’s financial advisory projects and in support of a variety of expert witness testimony and reports prepared by KGP. Of particular note are models based on a complex algorithm designed by Mr. Gardner that were used to compare and evaluate bids received in connection with KGP's design and marketing of RTC's $1.1 billion "variable equity percentage" NP Series transactions. Mr. Breen continues to guide and support KGP analysts on all modeling assignments and assures that all KGP models include sophisticated sensitivity analyses to develop critically detailed presentation materials.

As part of KGP’s asset sale assignment for the U.S. Department of Defense, Defense Reutilization and Marketing Service, Mr. Breen had the principal responsibility for all portfolio stratification, asset valuation, financial simulation modeling, due diligence database structuring and presentation, bid evaluation design, and the performance measures and benchmarks necessary to evaluate the success of the first Commercial Venture and Scrap Venture sales.

Mr. Breen was also principally responsible for KGP’s in-depth performance assessment of RTC bulk sales transactions, which required extensive econometric modeling, data analysis, database management, and graphic presentation design. Further, he was responsible for KGP's advisory work on behalf of the RTC with two large investment banks for the valuation and post-closing adjustment calculations for the largest of the restructured "FSLIC 1988 Deals."

Mr. Breen holds a B.A. in Economics and French from Connecticut College and an M.A. in Economics from Georgetown University. He also attended the Institute for the International Education of Students (formerly the Institute of European Studies) in Freiburg, Germany and Nantes, France.
